
VIFC AND FRANCE'S EXPERIENCES IN DIGITAL ASSETS

The Consulate-General of France in Ho Chi Minh City hosted a workshop to share France's experiences in digital assets, aiming to empower and support the development of the Vietnam International Financial Centre (VIFC).
French Consul General Etienne Ranaivoson emphasized that digital assets are becoming a critical component in the financial innovation process, impacting economic models, financial infrastructure, capital flows, investor confidence, and the competitiveness of international financial centers. He also affirmed that France will always support and accompany Vietnam in its goal of developing the VIFC into a leading regional hub for financial innovation.

Within the framework of the workshop, Mr. Richard D. McClellan, General Director and Chief Executive Officer of the Viet Nam International Financial Center in Ho Chi Minh City (VIFC-HCMC), presented Vietnam's legal framework for digital assets and its alignment with the development orientation of the International Financial Center.
From the French side, Ms. Marianne Jarlaud from the French Financial Markets Authority and Mr. Olivier Vigna, General Director of Paris Europlace, shared their experiences regarding the legal framework, risk management, and how Paris promotes its digital asset ecosystem.
The workshop also noted the participation of representatives from Paris Europlace, AMF, Ledger, the Viet Nam International Financial Center in Ho Chi Minh City (VIFC-HCMC), and the Vietnam Blockchain and Digital Asset Association, engaging in discussions on risk management, anti-money laundering, combating the financing of terrorism, fraud prevention, and market protection.
The deliberative insights from various leading experts have contributed to expanding international cooperation, supporting Vietnam in perfecting a secure, transparent, and competitive legal framework for digital assets during the development of the VIFC.
